Three men were shot dead in Chinatown late Friday, a few hundred metres from Central Police Station. On Saturday morning Enville Williams told the country he would not offer another assurance, and told those responsible that an operation was already under way.
Commissioner of Police Enville Williams delivered an unusually direct address to the nation on Saturday morning, hours after three men were shot dead in the Chinatown area of Kingstown in what he described as a brazen attack carried out in the heart of the capital. Police responded to reports of multiple gunshots at approximately 11:45 p.m. on Friday, the Commissioner said, and found three men on the scene with multiple gunshot wounds.
The killings happened within close proximity to the police barracks, a detail the Commissioner returned to twice. He said the location, the execution and what he called the apparent confidence of those responsible demanded the full attention of the force.
Williams opened by acknowledging that the public has heard this kind of statement before, and by declining to repeat it.
So today, I will not offer another assurance. I will tell you what we know, what we are doing, and what we now require from you, the public.

The men who died
The Commissioner did not name the deceased in Saturday’s address. According to reporting by iWitness News, the three men are Claude John, of Redemption Sharpes, and two Ottley Hall residents, Karon Bowens, known as Twin, 35, and Giovannie Grant, 24.
The shooting took place in the stretch of Kingstown between the Solidarity Carpark and the fish market, across the street from Central Police Station, an area where people routinely gather in the evenings. iWitness News reported that two masked gunmen approached from the seaside behind the public washroom and opened fire, killing all three at the scene.
Bowens and Grant both had prior convictions, Bowens for firearm offences dating to 2009 and 2017, Grant for assault and theft. Vincypowa News notes that a victim’s criminal record has no bearing on the obligation of the state to investigate and prosecute his killing.
A message aimed squarely at the shooters
The bulk of Saturday’s address was addressed not to the public but to the people the Commissioner believes carried out the attack and the networks he says are behind them. He said a coordinated, multifaceted operation was already under way as he spoke, and that he would not disclose where police were looking, who they were targeting, or what tactics had been deployed.
“The old playbook is closed,” he said, telling those responsible that any assumptions they had made about how the force patrols and responds were now wrong.
The most striking passage was his framing of the response as strictly lawful. Williams said the offensive would be executed with what he called absolute, crushing legality, and that every asset, intelligence capability and statutory power available under the Constitution of St Vincent and the Grenadines was being brought to bear.

He said the tactical teams, investigators and the office of the Director of Public Prosecutions were moving in alignment, and that the force was changing the psyche of how the country is policed by using the strict letter of the law to make the world of those involved, in his words, incredibly cold, incredibly narrow and entirely unlivable.
The warning extended past the gunmen. Anyone harbouring the men, holding their weapons, driving their vehicles or keeping their secrets, Williams said, would be viewed by the law as an active participant in bloodshed, facing statutory consequences he described as indistinguishable from those coming for the shooter.
“There will be no loophole, no technicality, and no procedural escape hatch,” he said, adding that police were building a case designed for maximum disruption and long term incarceration. “We are not playing for headlines. We are playing for conviction in the court of law.”
What he asked of the public
Turning to the wider population, Williams said he was not asking for blind faith, but for people to watch what the force does next. He then made the sharpest demand of the address, that the public stop providing cover.
“The rule of law cannot protect a society that protects its killers,” he said. “Criminals cannot survive without a community to hide in.”
He asked anyone with knowledge of a house, a vehicle, a weapon or a sudden change in someone’s routine to bring it to police immediately, and pledged that identities would be protected under the law. “You cannot demand lawful peace while sheltering lawless violence,” he said.

The numbers behind the address
Friday night’s killings brought the homicide count in St Vincent and the Grenadines to 27 for 2026, according to figures compiled by iWitness News. That is 13 fewer than the 40 recorded across the whole of 2025, with more than five months of the year still to run.

It is the second incident in Kingstown this year in which multiple people have been killed. On April 10, Enrique John, known as Shoubu, 29, of Layou, and Raheem Guy, 22, were shot dead in Stony Ground.
Williams himself has spoken repeatedly through 2026 about a shift in approach. In April he told a press conference that the force was pivoting toward a proactive model centred on early intervention with young people, drawing on strategies discussed at the Regional Security System. In the same month he appealed publicly against revenge killings following the death of an Ottley Hall man in March. Saturday’s address struck a markedly harder tone.
What is not yet known
Police have not said whether they have identified suspects, whether any arrests have been made, or what weapons were used. The Commissioner explicitly declined to discuss targets or tactics. No motive has been offered publicly, and it is not known whether the three men were all intended targets.
The force has also not indicated whether it anticipates reprisals, a concern that has followed previous multiple-fatality shootings in the capital.
To the families, Williams extended condolences and pledged a swift response. “Justice might appear slow,” he said, “but rest assured, it is sure as the sun shines.”
He closed on the question of who the country belongs to. “This country belongs to the decent, law abiding citizens of St Vincent and the Grenadines. It does not belong to thugs with guns.” The guns, he said, will not govern this nation.
