Police Promotions Under Scrutiny After Kenrick Quashie Questions Latest Exercise

SVG police promotions are under renewed scrutiny following a critical opinion article by Kenrick Quashie, published a day after the Royal St. Vincent and the Grenadines Police Force announced 51 promotions. One name on the official list is particularly relevant: Desrick Quashie, the writer’s older brother, was among seven officers promoted to Inspector.

The timing poses questions about how police promotions are assessed and how allegations of unfair treatment should be investigated. It does not establish that Desrick Quashie’s promotion was improper, nor does it undermine his qualifications. The available record is incomplete, and both the criticism and the promotion deserve fair examination.

A year between two sharply different developments

In an October 6, 2025, opinion article, Kenrick Quashie alleged that the former Unity Labour Party administration had prevented Desrick’s advancement because of Kenrick’s political views. He said his brother had served for 19 years, earned a master’s degree in security and intelligence, and remained at the rank of Corporal despite his experience.

Those accusations were Kenrick’s allegations. The published article did not establish through an independent finding that political interference had occurred, or identify official decisions that proved it.

On October 15, 2026, the RSVGPF announced 51 promotions. Seven officers, including Desrick Quashie, were elevated to Inspector. The Police Service Commission approved 21 appointments effective October 2, while Acting Commissioner Trevor Bailey approved 30 promotions to Sergeant and Corporal effective October 13.

The announcement does not explain Desrick’s intervening rank history since the 2025 article, the selection criteria used, or the comparative records of other candidates. For that reason, SVG police promotions cannot be fully evaluated from the public information alone, and Vincypowa News cannot determine whether the alleged earlier barriers were removed, whether any complaint was investigated, or how the latest decision was reached.

SVG police promotions: What Kenrick Quashie questions

In a second opinion article published October 16, Kenrick called the newly announced promotions disappointing. He argued that police leadership focused too heavily on controlling junior officers while failing to confront misconduct among senior ranks. He alleged favoritism in career opportunities and mistreatment of junior personnel.

He also raised the especially serious allegation that young female officers were being exploited by senior personnel. The article did not identify verified disciplinary findings or particular investigated cases. Those claims should not be treated as established facts, but they do demand a credible mechanism through which any affected officer can safely report misconduct and have allegations investigated.

His decision not to discuss his brother’s promotion in that article is noteworthy, but an omission alone does not establish inconsistency or an improper motive. Kenrick may have concerns about other promotions or wider management practices. The public would benefit from hearing what specific decisions he objects to and what evidence supports his conclusions.

SVG Police Promotions Under the NDP: What Has Changed?

Questions about SVG police promotions are now being raised under the New Democratic Party government led by Prime Minister Godwin Friday. The administration has responsibility for national security policy, with Deputy Prime Minister St. Clair Leacock serving as Minister of National Security. Trevor Bailey is Acting Commissioner of Police.

Bailey has outlined changes to police complaints investigations, including assigning at least four dedicated officers to misconduct cases and separating the complaints function from public relations. He also described measures to keep complainants’ statements from accused officers during initial investigations.

That is a reform worth examining on its merits. But an announced procedure is not the same as proof that accountability has improved. The force should report, with appropriate safeguards for privacy and due process, how many complaints have been investigated, how promptly they were resolved, and what disciplinary or criminal outcomes resulted.

What Jomo Thomas shared, and what he did not establish

Attorney and commentator Jomo Thomas shared a passage from Kenrick’s latest article on Facebook, highlighting concerns about a leadership that disciplines junior officers while overlooking alleged abuses within senior ranks. Thomas has criticized police accountability before, including during a public exchange with Bailey in July 2026. His latest post cannot fairly be characterized as the first time he has raised such concerns.

In the comments beneath Thomas’s post, Fitz Huggins asked who the criticism was aimed at and referred to the possibility of a personalized “mongoose gang.” That phrase carries a grave implication of politically directed intimidation. The comment supplied no substantiated evidence that such a group exists in the Vincentian police service. Questions and insinuations should not be published as proven allegations.

The more useful question for Thomas is whether his post refers to particular current actions, unresolved past misconduct, or longstanding institutional failings. Each possibility deserves examination, but each requires evidence.

Accountability must not change with government

The same standard must apply under the NDP as under the ULP. If promotions were previously blocked for political reasons, that warrants investigation. If favoritism or abuse continues today, it warrants investigation too. Qualified officers should not be penalized for their relatives’ politics, nor rewarded because of political connections.

The debate over SVG police promotions should be resolved through evidence rather than assumption. Kenrick Quashie should clarify which aspects of the October promotion exercise he believes were flawed. Police leadership should explain its promotion criteria and provide meaningful information about misconduct oversight. And political commentators should identify the specific facts behind any suggestion of partisan control within the force.

Vincypowa News believes that the measure of reform is not the number of promotions announced or the volume of political criticism. It is whether decisions are fair, complaints are investigated, officers are protected, and the public can trust those responsible for enforcing the law.
